Each pair of sites is allocated 15 VCIs.

ATM PVC Conventions
For each PVC pair, there is a block of 15 PVCs allocated. The
lowest-numbered PVC will be maintained by the backbone (Steve Schwab
at Aero), and is presumed to connect the primary IP router.
