Technical Standards and Policy for Subscribers to LAP & MAE-LA

Overview

This document outlines the basic standards that will be observed by all subscribers to LAP & MAE-LA.

Standards and Policy

  1. Subscribers of LAP & MAE-LA will make use of a suitable routing protocol to exchange routing information with peers. Currently, the only suitable protocol is BGP 4. The basic functionality of BGP 4 is defined by RFC 1771. Reference URL: ftp://ftp.isi.edu/in-notes/rfc1771.txt
  2. Subscribers will establish a published routing policy using mechanisms defined by RFC 1786. This routing policy must be published in the Internet Routing Registry. Information on the IRR is available at the following URL: http://www.ra.net/routing.arbiter/RA/RADB.tools.docs
  3. Subscribers will establish a published mechanism for resolving routing issues involving the exchange.
  4. Subscribers will route prefixes that are a maximum prefix length of 24 bits unless otherwise specified. Aggregation of routing information where possible is required. Such aggregation will decrease the possibility of frequent routing changes between subscribers. Subscribers should strive to keep routing changes to less than one per minute.
  5. Subscribers will use a standard framing mechanism. For Ethernet connections, the framing is specified in RFC 894. Reference URL: ftp://ftp.isi.edu/in-notes/rfc894.txt
  6. Subscribers will make use of a unique Autonomous System Number assigned by a suitable registration authority. As of this writing, the top-level registration authority in the world is the InterNIC.   7. Subscribers will make attachment using a dedicated routed port on subscriber-supplied router.
  8. IP addresses for participants at the exchange will be issued by ISI. There is no cost associated with obtaining these addresses or providing domain name service related to the reverse lookup for these addresses.   9. Use of a route server and other routing arbiter technology at the exchange is encouraged.
  10. Use of the exchange to facilitate NNTP exchanges among the participants is encouraged.
  11. Use of the exchange for NTP, DNS and Multicast service for participants is encouraged.

Modification of this Document

  1. For the purpose of modification of this document, a list of authorized representatives (both a primary and an alternate) from each exchange participant will be maintained. This list is available in the DNS TXT records associated with the IP adddresses issued by ISI.
  2. An annual meeting of participants will be held to discuss exchange policies and exchange technical information. Special meetings may be scheduled at the request of a simple majority of participants.
  3. Changes in this policy shall be made through a majority vote of the participants at any annual or special meetings.
