Application IDL

I have put three files idl.idl, iterator.idl, and macros.idl
into the directory ~/ApplicationIDL in the masterm accounts at both
gatech, and isi. Please take a look at them and let me know what you
think. This is mostly complete in terms of the various interfaces being
there. However, more operations will probably have to be added to the
various interfaces. I haven't tried to compile this using an IDL
compiler yet. So, there may be errors. I have also tried to follow the
convention that we agreed upon to the best of my knowledge.
