Update on builds.

I looked into the build on the hps again and found some problems:
- The ISI source tree had some missing items. This is my fault.
I had thought that rccs distribute would create subdirectories,
but apparently it doesn't. Anyway, this is now fixed.

- The build script doesn't seem to be automatically checking out
files from the SCCS directories when these files are needed.
This seems peculiar to ISI, because when I do a build from scratch
at GaTech everything checks out just fine. Normally make
automatically tries to do "sccs get" on files that it needs but
doesn't know how to create. I'll have to look into this one further.

- Now that mrl needs to be built in order to even run make-depend
on the other directories, I need to rework the make World target
so that it does things correctly. This will be a pain, but there's
no magic involved, so I'm going to focus on the real problem
above (and of course write documentation for MTF) and get back
with you when I know more.

Sorry about all this. We'll get it running one day.
