Evaluation requirements subsume the specification of user needs, along with other considerations preliminary to evaluation. "User" here should not be taken to necessarily mean the end user of a system or of the translation produced by a system. They are simply the user of the object being evaluated or even of the results of the evaluation, and may thus, depending on the kind of evaluation being done, be a research worker, a developer, a vendor, a manager and so on.
