[ns] [PATCH] Patch for ns-allinone-2.1b7a on Linux/PPC

This will allow Linux/PPC machines to compile ns-allinone-2.1b7a.  It
basically updates the config files for otcl (to automake-1.4-8) so that
they recognize the machine and add the correct linker arguments.
