I dont know whether this will answer your question but I will try. Suppose
the network is not congested. Find the most constrained link .... that
should give you the rate. 

If you do FTP over TCP, you need to figure out the TCP throughput. That is
approximately av window size / RTT. Hence the tcp agents would knwo the
rate. Now if you can pass this information to the ftp agent, the ftp agent
will be able to figure out the required rate.
