[ns] marker in nortel diffserv!!

hi,
  i have a query regarding the way markers and meters work in nortel
diffserv..might be trivial.
 say i have 2 flows using the same type of marker as follows :

$qE1E addPolicyEntry [$n0 id] [$n8 id] MARKER 00 $cir
$qE1E addPolicyEntry [$n9 id] [$n10 id] MARKER 00 $cir

if each flow has a target bw of 2Mbps, what should the value of cir be in
this case?? should i put cir as 4Mbps or 2 Mbps. Based on the
implementation i feel that cir should be equal to the sum of target bw of
total number of flows as i dont see a separate metering for each of
the above mentioned flows. Please let me know if i am missing something
and what should the right value of cir be in this case.
