[ns] simulation EF PHB in nortel diffserv

Hi,

I want to simulate EF PHB using nortel's diffserv implementation.
Specifically I want that packets violating their traffic profile to be
dropped, ie, when a packet's codepoint is downgraded it be dropped. I
don't want to change their implementation, hence am looking for doing this
configuration via tcl scripts.

One way of doing it would be to use 2 queues, and use WRR, with a weight
of 0 to the second queue. And add PBH entry to add a packet with the
downgraded CP to the second queue. But this doesn't actually report
dropped packets, only that packets are never actually transmitted.
