[ns] Strangeness when using remove-all-packet-headers

I thought I would try out remove-all-packet-headers. I used the
command sequence shown on page 109 (section 12.1.2) of the ns Manual
	remove-all-packet-headers
	add-packet-header IP TCP

I ran the simulation. Running time and packet counts dropped
dramatically (packet count went from 3222 unique packet IDs to 31
unique packet IDs). Additionally, 6 of the 7 TCP header flags were
set in every packet when only IP and TCP were enabled - for
comparison, 0 of 7 flags were set when I left all headers enabled.
The trace file has the following in the flags field:
	CP-AEFN

Of the 288 lines in the trace file, all 288 have CP-AEFN.

Am I missing something simple, or is it just a BAD idea to remove the
excess headers?
