[ns] traffic generation based on Link infor??

I am new to NS2, and I meet problem when trying to generate traffic based on the information of Link. 

The scenario is simple:

traffic ----> Link ----> ......
   ^            |
   |____________|

I need to adjust the traffic rate based on the queue length and link bandwidth. but the problems are:
1. a new traffic generator is needed, I intend to make some change on the CBR generator; is this possible?
2. how can I access the handle/pointer of queue length and link BW in cbr.cc? I need to check these value when generating packets. 

any one can help me about it?
