[ns] contribute optical networks simulation in ns

I did some work in ns-2.1b7a to simulate the optical networks. An optical
link is designed to simualte multiple wavelengths in one link and the simple
optical burst switching application is implemented. A readme file is given
in my website to describe th design memo and the steps to setup. C++/Tcl
files and test script are given in a tar file. I would like to contribute
