[ns] need help

hi all 
    rtp implemented in ns2 does not conform to
standards where on earth the bandwidth constraints
implemented; say nos of recievers should be 5% of the
data traffic the session bandwidth is  not allocated
where do i get the details for the same it is
mandatory for RTP i donot see it in rtp.h .cc
sesion-rtp.cc .h etc
