There was a buggy version of this procedure which was fixed. See 
ns-packet.tcl version 1.45, dated aug 3, 2000 from the cvs history page at
(http://www.isi.edu/cgi-bin/nsnam/cvsweb/ns-2/tcl/lib/ns-packet.tcl)
