[ns] anonymous cvs access to ns now available

In response to many requests, the ns-2 source code (and nam, OTcl,
TclCL, and Javis) is now available by anonymous CVS.

We do NOT recommend anonymous CVS for beginning users of ns. The
ns-allinone distribution is the easiest way to get started with ns.

Instead, anonymous CVS is an alternative to the daily snapshots
for people who want to track the most recent ns changes.

For information about how to get ns via anonymous CVS, please see the
web page <http://www.isi.edu/nsnam/ns/ns-anoncvs.html>.

(For information about what CVS is, see
<http://www.loria.fr/~molli/cvs/doc/cvs_toc.html>.)
