Draft Charter for PILC?

I noticed that a couple of the other Orlando BOFs have posted draft agendas,
and that our agenda has

* Proposal on strategy, charter, outputs (Falk, Allman, Paxson).

most of the way towards the bottom. Does a draft of this exist (yet?)
