No, we have not yet put together a draft charter.
It seems to me that before we start writing down what we're going to
do we need to figure out what sort of energy is available for
various areas of work. It is quite clear that some items in the BOF
description have a good deal of energy benhind them. However, some
of the others are very much unknown right now. Hopefully the BOF
will clarify this (and the need for a WG to begin with). After we
have a better handle on that we can (fairly quickly) get a charter,
goals and milestones put together, I think.
