solved with routing, either in the subnet or at the Internet layer?
Links that are slow/expensive/difficult to establish.
Links that are expensive/difficult to keep up.
These are probably worth bumping up in priority simply because they're
so common. Dialup PPP and ISDN are like this, as is packet data over
IS-95 CDMA digital cellular. The main TCP-level mitigation technique
is to disable keepalives. Extensive application-layer caching may
help minimize the need to bring up the link when it's idle.
