Security Considerations section for SLOW

As discussed in IETF-50 meeting the document on Slow
link implications has passed WG last call and we have
a new version, which addresses the comments we got,
and it is now ready to be forwarded to the IESG.

We, however, realized that Security Consideration
section was still missing. So, below is the first
try. We hope to get any comments quite soon so that
we may include the new section and forward the document
to the IESG.
