    the reference to the MPEG-2 standards document is incorrect: it is NOT 13181
    but 13818-1. The current version (I believe) is the second edition published
    in Dec. 2000:

       [ISO13818] ISO/IEC, ISO/IEC 13818-1:2000(E) Information
       Technology - Generic coding of moving pictures and associated audio
       information: Systems, Second edition, 2000-12-01
       International Organization for Standardization and International
       Electrotechnical Commission.

    For the other DVB document there is alwso a more recent version available
    (and it is no longer a draft but a standards document):

       [EN301] ETSI, European Broadcasting Union, Digital Video
       Broadcasting (DVB); DVB Specification for Data Broadcasting,
       European Standard (Telecommunications Series) EN 301 192 v1.2.1(1999-06)
