    Yes it is. Unfortunately it becomes a MUST at times for improving
    application performance.

    SCTP itself doesn't explicitly offer these features. It could be used to
    acquire better insights into the state of the link and other details. It is
    a matter of having the right hooks in place for acquiring the information.
