Default knowledge

In addition to the base architecture, *default knowledge* is provided for
selecting the top-level problem space and state as well as resolving all of
the classes of impasses when no additional knowledge can be found through
problem solving in a subgoal.  Any additional task-specific knowledge about
how to resolve the impasse will dominate the default knowledge and control
