Impasses and subgoals

When the decision procedure is applied to determine the value of an
augmentation, it is possible that the preferences are either incomplete or
inconsistent. This is true for deciding on context slots, such as when an
operator is selected, or for individual augmentations, such as determining
the color of a block. The preferences may be incomplete in that acceptable
objects are not suggested, or that there are insufficient preferences to
distinguish between acceptable objects. The preferences may be inconsistent
in that object A is preferred to object B, and object B is preferred to
object A. Since preferences are generated independently, there is no
guarantee that they will be consistent.
