The U.S Department of Defense has a long-standing and continuing need for an effective communications method that constrains communication traffic without restricting important information.  ISI and its Caltech colleagues have a fifteen year record of achieving this in the field of high performance computing and forces modeling and simulation.  The DoD has initiated a two-year study into whether this technology can be extended into other fields.  ISI Divisions 1, 2, 7 and 0 will all collaborate with their professional colleagues from Caltech and the Jet Propulsion Laboratory to deliver a viable solution to the communications conundrum: use less bandwidth while providing more information.
