I prefer to have all "oe" in my name spelled as the ö (o-umlaut) that I was christened with, and how it is spelled in my birth certificate. This century, no newspaper had a problem to spell the former German chancellor Schröder properly. However, if you insist on ASCII, like account setup, DMV, INS or email, the "oe" form is the one to use. Simply dropping the dots is just wrong, nothing else.
