I think it is much easier to configure ns with --enable-debug flag; this
suitably adds flags, paths for tcl debugging.
in case you want to edit your makefile by hand (for some reason)
you would have to add the paths for macros LIB and INCLUDE (and DEFINE)
in the Makefile.
