scenario generator and library

Hi all,
      A scenario generation web page has been to added to ns's list and
can be accessed at
http://www-mash.CS.Berkeley.EDU/ns/ns-scengeneration.html
This update should be seen by mash server by midnight today.

The scenario generation consists of a generator and library.
The generator creates and runs simulations for given topology, routing
and agent specifications.

The library currently holds some reliable-multicast congestion control
scenarios and will hold other interesting scenarios in future.
