ns 2.1b4 binary release for windows 95/98/NT

Hi,

We have put a static-linked ns 2.1b4 for windows at
http://mash.cs.berkeley.edu/dist/vint/ns2.1b4.exe. You also can download
the binary release from http://www-mash.CS.Berkeley.EDU/ns/ns-build.html.

This binary release does not contain ns validation suites. You have to
download them from ns 2.1b4 source code release at
http://www-mash.CS.Berkeley.EDU/ns/ns-build.html.
