Setting token bucket parameters for Expoo traffic

Suppose an Expoo traffic source with a peak rate of 16 Mbits/s and an
average rate of 2 Mbits/s is to be policed by a token bucket, how should I
set the token rate and bucket size such that no packet is dropped.
