To partly answer my own question, I just stumbled across:

'ns does not run correctly with versions of gcc older than 2.7.2.'
allman's contributed some fixes for 2.6.3 on that page - but that's
for ns version 1.

So, if ns _VERSION 1.x_ requires 2.7.2 or later... what does ns 2.1b4
require? It seems to work for me on 2.4 with 2.7.0...
