More question on TCP packetSize_

Hello,

We did a test with setting the packet size to 32 and it did go through.
If this includes the TCP hdr (20bytes default) and the IP hdr (20 bytes
default) how would ns allow a total packet length that is smaller than 
the minimum. 

Then the interpretation would that the packet size of 32 would only include
the TCP payload + tcp hdr and not including the IP hdr, am I correct?
