packets number in NAM

Dear all,
J can't understand the NAM numbering of packets.
For example it uses alternate numbers for packets belonging to different 
flows. So it's impossible to check if a packet has been acknoledged or 
purely if a TCP source is retransmitting a packet whose time out has 
expired.
Whate are that numbers for?
Are they referred to IP packets? Or TCP, or data-link?
