tclsh8.0.4 error in installing ns-allinone-2.1b5

Dear Nader,

I couldn't find 'autoconf' in ../otcl-1.0a4 & in ../tclcl-1.0b8,
but 'configure'. The results after run them are followed:

By the way, I want to install ns-allinone-2.1b5 in FreeBSD unix.
