for what i know, CBT does not specify how to choose core, but there is
some work on it. You should have a look at this article presented at
ICCCN95 : 
"Core Selection Methods for Multicast Routing", Kenneth L. Calvert, Ellen
W. Zegura, and Michael J. Donahoo
It compares 4 selection methods : arbitrary, random, topology based or
group based.

Another point is that you should have a look at Clay Shields' web page. In
his thesis, he shows that original CBT algorithm is incorrect (it may not
construct the multicast tree correctly or even construct it with loops,
given that you want to use multiple cores).
He developped a niew algorithm : Ordered CBT.
