I am using the special snapshot having debugged version of CMU's wireless
module last updated May 4th 1999.

You were right. The path for tclsh was incorrect. After correcting it,
ns_tcl.cc gets generated, however ptypes.cc is still empty and version.c
contains only one line. The build process stops and it seems that this part in
the makefile causes problems :

$(GEN_DIR)ptypes.cc: ptypes2tcl.exe packet.h
	.\ptypes2tcl.exe > $@

The error message generated by NMake states that the name specified is not
recognised as an internal or external command, operable program or batch file.
Any more hints ?

sure that the paths in your conf/makefile.win is correct so that it can
find tclsh (it should be ..\tcl8.0.4\win\Release).
