Windows Binary ns-2_1b5

I copied the Windows binary from the NS download web site,
http://www-mash.cs.berkeley.edu/ns/ns-build.html.

The download page then says "Important: ns-2.1b5 requires tclcl-1.0b8
(formerly known as libTcl)."

The file I downloaded, tclcl-src-1_0b8_tar.tar, cannot be unzipped using
WinZip.  

1.  Is there some other Windows utility I need for tclcl-src-1_0b8_tar.tar?
2.  Is it possible to build a windows version of tclcl using a compiler
other than Microsoft Visual C++? (I have Borland C++ version 5).
