I made a mistake.

Look for /usr/X11R6/include/X11
you need header and not libs

Maybe you need to install a package like XFree86-devel-3.3.1-14
You have the libs but not the headers.

If you don't have /usr/X11R6/include/X11/Xlib.h it is the solution
