Well, 
if you download "ns-allinone-2.1b5a.tar.gz" from 
http://www-mash.CS.Berkeley.EDU/ns/ns-build.html#allinone,
and execute gzip & tar, then it will automatically make 
"ns-allinone-2.1b5" directory with other subdirectories. 
That is the one released most recently (16-Mar-99).
I think it is good for the first users.
