trouble making tclcl-1.0b8 on WinNT

I've managed to make tcl, tk, and otcl, but am having trouble
making tclc-1.0b on my WinNT box.

I have basically used the sample tclcl makefiles, .vc and .win,
available from 
http://www-mash.cs.berkeley.edu/ns/win32-makefiles.tar.gz
only editing his version numbers from 8.0.5 to my 8.0.4, thus no 
changes were needed from his makefile.vc

My output is :

If someone has had luck compiling tclcl on their windows box, could
