I don't know if I understood your first question correctly, but when want to run you script you have to give the path to file where saved the script, e.g. ns ../../simple.tcl.
 
Second question: There is a file "ns-lib.tcl" where you can find most of the commands. If you are new to ns Marc Greis Tutorial is a very good start. It could be hard to understand "ns-lib.tcl" in the beginning.
