I'm attempting to configure and install the latest version of 
TclCl (tclcl-1.0b9) on Unix, but the Makefile does not appear to 
install this component of ns properly.  The configure file does 
not install the tclcl.h file or the tcl2c++ files where the ns 
Makefiles can find them.
