[ns] Can not create Makefile

Hi
Whenever I am running install  then I am getting the following
error message

creating Makefile
        rm -f libotcl.a otcl.o
        gcc -c -g -O2  -I.  -I/usr/local/users/arahman/ceg799/ns-allinone-2.1b6/
tkbox/include -I/usr/local/users/arahman/ceg799/ns-allinone-2.1b6/tclbox/include
   -I/include  DEFINES =  -DNDEBUG -DUSE_SHM otcl.c
gcc: DEFINES: No such file or directory
gcc: =: No such file or directory
*** Error code 1 (bu21)
otcl-1.0a5 make failed! Exiting ...
