[ns] A UDP vs TCP question



Okay, the one-way TCP agents derived from tcp.h and FullTcp make
necessary adjustments for the TCP/IP header overhead of 40 bytes, by
adding in tcpip_base_hdr_size_ at an appropriate point.

Why doesn't UDP do this?

(And wouldn't it be cleaner if this header overhead was handled in
 one place in agent.cc via callbacks, a shim or something?)
