[ns] RTT change in the middle of a simulation

I noticed that, when I change the RTT in the middle of a simulation, only
packets that are transmitted _after_ the rtt change are affected by the
new rtt, but packets that are already in transit are not affected at all.
In real life, this is not true.

Any specific suggestions regarding how to change this behavior is
appreciated (probably some changes in the scheduler?).
