[ns] LBAP parameters

Hi all,
I'm an undergraduated student of Telecommunication Engeneering (
University of Pisa ) and I have developed a new class for Network
Simulator : a meter for (r,b) parameter.
It permitts to get a graph for the function ( rate , bucket ) for a
given traffic.
You can specify a range of rate values to investigate and it give you a
simple file compatible with Xgraph.
