The file is actually tcl/test/test-all-template1 and the need is only to
put in the -ne 'print $_;'  thing, uncompress is already taken away. 
However, I have noticed that more tests pass if I use diff -w instead
of cmp, this may be due to cygwin problems but anyway.

the gzip -dc is already in the ns-2.1b7 snapshots since quite some time.
The perl -ne is needed on win32 though.
