[ns] ns web pages move to http://www.isi.edu/nsnam/

The ns and related web pages have moved from www-mash.cs.berkeley.edu
to www.isi.edu.  The new URLs:

In addition, the http/ftp downloads have been slightly rearranged.
(The main difference is the snapshots are now labeled "-snapshot"
rather than "-current".)

Cvsweb and web page searching (htdig) are not yet working but will be
restored shortly.

We've tried to update all of the web pages and links to their new
homes, but there are certainly some incorrect links.  If you detect
broken or old links that should be pointing to the new web pages,
please let us know (with mail to ns-users).  (Some links to external
pages may remain broken, but the internal links should be correct.)

The mailing lists are still hosted at mash.cs.berkeley.edu.  they will
move to isi.edu sometime soon.  A separate announcement will be sent
out when that happens.
