[ns] bug-fix for "queue-in-bytes_" with RED

I have added a bug-fix to the NS distribution for the "queue-in-bytes_"
option of RED (for a queue measured in units of bytes rather than
packets).  While RED's "queue-in-bytes_" option worked correctly
in the validation test (./test-all-red red_twowaybytes), it could
work incorrectly in some scripts where the RED reset() procedure
is called multiple times.  The bug report for this came from Wen
Shushan.

This should be in the current daily snapshot, available from the
NS web page on "Download Instructions".
