[ns] TCP modifications
Hi!
I want to eliminate from a TCP connection the slow start and the congestion
avoidance algorithm.
I just want that whenever the source or the sink detect a lost packet
through a timeout or a dup ack retransmit as soon as possible without
changing the window.
I don't need if I need to change the C++ code, create a new agent or I can
do everything directly in Tcl.
