[ns] Eifel-Algorithm available for Linux and NS
I'm pleased to announce an implementation of R. Ludwigs Eifel-Algorithm
(http://iceberg.cs.berkeley.edu/downloads/tcp-eifel/index.html) for
Linux (Kernel version 2.2.10) and NS.
